Boniface Mwangi leaks list of foreigners holding Kenyan passports

Kenyan activist Boniface Mwangi on Thursday published a leaked document from the Directorate of Immigration Services allegedly showing foreign nationals, including individuals linked to Sudan Rapid Support Forces, holding Kenyan passports.

The document, described as an internal immigration tracking spreadsheet, has sparked concern over possible document fraud and national security breaches.

Mwangi accused Immigration Services Director General Evelyn Cheluget of facilitating the irregular issuance of Kenyan passports to non-citizens. He shared the claims on Facebook and Twitter, triggering debate across political and diplomatic circles.

VIP access claims

Among those listed is Zimbabwean businessman Wicknel Chivayo, who has made several high-profile visits to State House in recent months.

His appearance in the leaked records has intensified scrutiny over alleged preferential access to Kenya passport system.

Mwangi questioned the process used to secure the documents.

“To apply for a Kenyan passport, you need a Kenyan identity card and an e-citizen account, and you have to pay. Whose account was used for this illegal passport application? Did they use a zero token where no payment was made? Why were immigration officers told the applicants were Very Important Persons and to issue express passports?” he posed.

Sudan conflict concerns

The leaked document also lists five individuals bearing the Hamdan surname — Mayada Hamdan, Abdaraheem Hamdan, Zahra Hamdan, Zarwa Hamdan and Musa Hamdan Musa — reportedly linked to Sudan Rapid Support Forces leader Gen. Mohamed Hamdan Dagalo, widely known as Hemedti.

Rapid Support Forces has been accused of atrocities in Sudan ongoing conflict.

Former Sudan President Omar Bashir Mohamed, who was ousted in 2019, also appears in the records, raising further diplomatic questions.

Former Chief Justice David Maraga called for the revocation of the passport reportedly issued to Algoney Hamdan Dagalo Musa, believed to be Hemedti younger brother.

Maraga warned that issuing Kenyan travel documents to individuals tied to an active warring faction could undermine Kenya neutrality in Sudan conflict and damage its international standing.

“Such actions erode trust in Kenya role as a regional mediator under the IGAD framework and risk tarnishing our nation international standing, potentially leading to degraded passport credibility globally,” he said.

Government response awaited

Kenya has been playing a key role in IGAD-led peace efforts for Sudan.

Critics argue that granting passports to individuals linked to Rapid Support Forces could compromise that mediation role and expose ordinary Kenyan passport holders to heightened scrutiny abroad.

By the time of publication, Immigration Services and Interior Ministry had not issued a formal response.

Civil society groups are expected to file petitions with oversight bodies in the coming days.
