Four people linked to a scam involving a fake National Intelligence Service (NIS) job promise have been arrested.
In a statement released by the Directorate of Criminal Investigations (DCI), the four are linked to a fraud syndicate that swindled an individual out of hundreds of thousands with a fake promise of getting a job within the intelligence service.
Arrested
“Detectives from DCI Central, Nairobi, have arrested four suspects linked to an employment fraud syndicate that targeted unsuspecting job seekers by falsely claiming they were in a position to secure employment in the National Intelligence Service (NIS),” the statement released on July 9, 2026, read.
“The arrests followed investigations into a complaint by a victim who reported losing Sh600,000 after being lured with promises of an NIS job.”
To make the scheme appear legitimate, the suspects allegedly issued her with a fake NIS calling letter purporting that she had been successfully recruited.

“Acting on actionable intelligence, detectives trailed and arrested the four suspects: Patrick Kibor, Moses Tarus Kibor, Humphrey Ngeiywo Kutuli, and Abraham Kimeli,” the DCI statement continued.
“Upon arrest, detectives recovered several documents believed to be linked to the fraudulent scheme. The documents are undergoing forensic examination to establish their authenticity and determine the full extent of the syndicate’s operations.”
The suspects are currently in custody and will be arraigned in court to be charged.
“Members of the public are reminded that recruitment into government agencies follows established procedures and does not require payment at any stage. Anyone asked to part with money in exchange for employment should treat it as a scam and report the matter immediately,” DCI warned.
