Kisumu County Government is on the spot following questions raised by Auditor General Edward Ouko regarding a controversial Ksh.3.7 million expenditure to purchase dairy cows.
In the report, the county — through the department of Agriculture — allocated the money in the financial year 2017/2018 for the purchase of 27 dairy ayrshire cows.
According to Mr. Ouko, however, records show only one cow was availed for audit thereby making the purchase of the remaining 26 cows questionable.
The Auditor General said a delivery note dated May 2017 showed that the animals were delivered using a truck but the registration number was not indicated as required.
In the report as seen by Citizen Digital, Mr. Ouko also wondered why the county did not inform other bidders who lost the tender award as per the Public Procurement and Asset Disposal Act 2015.
The report further stated that the list of beneficiaries of the cows released by the county did not contain required evidence that the farmers actually received the animals.A
Kisumu County CEC for Agriculture Gilchrest Okuom, whose docket the program was carried out, however declined to comment on the matter.
