President William Ruto has nominated Bishop Kepha Nyamweya Omae as the new Chairperson of the National Cohesion and Integration Commission in a move aimed at strengthening efforts to promote national unity and address concerns over ethnic polarization in Kenya.In a statement released on Friday, April 10, Head of Public Service Felix Koskei confirmed that the nominations were made following recommendations from a Selection Panel tasked with identifying suitable candidates for appointment to the Commission.“These nominations are made in accordance with the recommendations of the Selection Panel appointed to recruit and recommend suitable candidates for appointment to the Commission,” the statement read.Subject to approval by the National Assembly, Bishop Omae is set to lead the National Cohesion and Integration Commission, an independent state body established to promote peace, unity, and inclusivity across the country.

The proposed members include Josphine Kirion Eragae, Joseph Nguyo, Jackson Swadi Kedogo, Dr. Samuel Mwachiro Mwawasi, Irene Chepoisho Tulel, Hassan Billow Ahmed, and Jerusah Mwaathime Michael, pending parliamentary vetting and approval.

Koskei emphasized the importance of the commission in addressing national challenges such as ethnic discrimination, hate speech, and political incitement, urging lawmakers to fast-track the approval process.

“In light of the Commission’s consequential mandate to foster national cohesion and unity as well as advance peaceful coexistence by confronting ethnic discrimination and hate speech, the Head of State and Government urges the National Assembly to accord these nominations consideration on a priority basis,” the statement added.

NCIC Mandate

The National Cohesion and Integration Commission was established in 2008 following the 2007–2008 post-election violence, with a mandate to foster national unity, peaceful coexistence, and equal opportunities for all Kenyans regardless of ethnicity, race, or religion.

It plays a critical role in monitoring ethnic relations, preventing hate speech, and advising government on policies that enhance inclusivity and national integration.

The commission also monitors public statements, particularly from political leaders and media figures, and may recommend prosecution for those found violating laws on hate speech and ethnic incitement.

If approved, Bishop Omae will chair the commission alongside members tasked with ensuring equitable representation in public service and promoting fairness in access to government opportunities.

The nomination is expected to be debated by the National Assembly, which will assess the suitability of the candidates based on professional qualifications and integrity.

NCIC continues to conduct civic education programs to promote tolerance, peaceful coexistence, and conflict resolution among communities across the country.

It also investigates complaints of discrimination and works with law enforcement agencies to address violations of equality and cohesion laws, reinforcing Kenya’s constitutional commitment to national unity.
